Gambling needs rules so that gamblers do not develop a gambling addiction and are protected from manipulation.

This is the reason why gambling is only legal under state supervision and control. The 16 German federal states have transferred the state supervision and control of national gambling possibilities to the Gemeinsame Glücksspielbehörde der Länder (GGL).

• The Gemeinsame Glücksspielbehörde der Länder (GGL) has been set up with effect from 1 July 2021 in accordance with the 2021 State Treaty on Gambling. It is located in Halle an der Saale.
• The 16 German federal states have commissioned the public authority as a public-law institution.
• The tasks that have been commissioned by the federal states shall be carried out step by step.

• terrestrische Vermittlung von Sportwetten,
• terrestrische Veranstaltung von Pferdewetten gem. § 1 ff. Rennwett- und Lotteriegesetz, 
• Geld- oder Warenspielgeräte mit Gewinnmöglichkeit gem. § 33 c Gewerbeordnung
• Online-Casinospiel gem. § 22c GlüStV 2021

verbleiben in den Ländern und deren zuständigen Glücks­spiel­aufsichts­behörden.
