Ronald Benter LL.M. (Com.), born in Güstrow/ Mecklenburg in 1976, was appointed chair of the Gemeinsame Glücksspielbehörde der Länder in September. The graduate economist has been employed by the state of Schleswig-Holstein since 2002, where he was Head of the Pricing and Auditing Authority in the Economics Ministry with effect from 2003, before being appointed Head of Section with responsibility for the economical activities of the municipalities and head of the Amendment to the Municipal Economic Law Section at the Ministry of the Interior. Ronald Benter was appointed head of the Gambling and Municipal Economic Law Section at the Schleswig-Holstein Ministry of the Interior in 2015. In the scope of this responsibility, he decisively put his stamp on the development of the State Treaty on Gambling from 2021 on the basis of the knowledge he gained in Schleswig-Holstein in connection with the permissions of online gambling that had already taken place there.

Benjamin Schwanke, born in Hamburg in 1982, was appointed chair of the Gemeinsame Glücksspielbehörde der Länder in September. The lawyer was initial Head of the Legal Section at the State of Schleswig-Holstein with effect from 2008, including a period at the German Embassy in Vilnius, Lithuania. He was Head of the Gambling Supervision Authority at the Department for the Interior and Sport in Hamburg between 2014 and 2021. His specialist expertise in gambling law also resulted in Benjamin Schwanke being a member of the European Union Gambling Experts Group between 2018 and 2020.
