We regulate the transnational gambling market in Germany.


Key tasks of the GGL with effect from 1 January 2023 as defined in the 2021 State Treaty on Gambling

  • Perssion and supervisory authority for transnational gambling possibilities, especially such as are online;
  • bundling of the transnational gambling-related permission procedures and supervisory measures in Germany;
  • ensuring a uniform application of law;
  • observation of the development of the gambling market and research in connection with gambling;
  • promotion of scientific research in connection with gambling;
  • supporting the federal states with the cooperation between their gambling supervision authorities and those in other countries.
  • The GGL regulates the transnational gambling market in Germany. It is the licensing and supervisory authority for national gambling possibilities, especially such as are online.
  • The GGL ensures that the licensed gambling providers observe the rules for the protection of gamblers from gambling addiction and manipulation and combats providers that do not implement these rules. The focus is on the ensuring of youth and gambler protection and the prevention of gambling and betting addiction.
  • The GGL especially combats and prevents illegal gambling on the Internet and counters the risks that exist for the integrity of sporting competition during the organisation and accepting of support bets.
  • The GGL especially ensures a uniform application and implementation of law in connection with online gambling pursuant to GlüStV 2021, it also ensuring that the gambling providers are able to work under the same and uniform general conditions.
  • The GGL observes the development of the gambling market so that it can actively react to new phenomena or undesirable developments, in addition to it being able to advise politicians and associations. The authority observes and promotes scientific gambling-related research.
  • The GGL supports the federal states with the cooperation between their gambling supervision authorities in other countries.
  • The GGL is the central point of contact and coordination point for all interest groups (politicians, gamblers, gambling providers, addiction, and prevention associations) in connection with all aspects of gambling.
