The Gemeinsame Glücksspielbehörde der Länder (GGL) shall be assuming responsibility for the majority of its tasks that are described in the State Treaty on Gambling (GlüStV 2021) with effect from 1 January 2023 as planned.

It is planned that responsibility for the tasks shall be assumed by various federal states and their gambling supervision authorities during the transitional phase prior to 2023.

Online Poker and Virtual Slot Games

Pursuant to Section 17 (6a) of the Gaming Act of the State of Saxony-Anhalt (Glücksspielgesetz - GlüG LSA), the State Administration Office in Halle (Saale), Department 208, is the competent gaming supervisory authority of the State of Saxony-Anhalt during the respective transitional periods specified in Section 27p of the State Treaty on Gaming 2021 and is also responsible:

  • for the maintenance of the limit file pursuant to Section 6c (4) of the State Treaty on Gaming 2021 and the file for the prevention of parallel gaming on the Internet among several providers pursuant to Section 6h (2) of the State Treaty on Gaming 2021 as well as for the maintenance of the safe server monitoring system for electronic control pursuant to Section 6i (2) of the State Treaty on Gaming 2021,
  • for the establishment of binding framework regulations when setting a deviating maximum amount for the deposit limit for providers of online casino games pursuant to Section 6c (1) sentence 5 of the State Treaty on Gaming 2021,
  • for the supervision of gambling pursuant to Section 9a (3) No. 2 of the State Treaty on Gambling 2021 due to unauthorised public gambling and advertising thereof which is offered on the Internet in more than one country,
  • for taking measures pursuant to Section 9a (3) No. 1 of the State Treaty on Gaming 2021 in conjunction with Section 9 (1) Sentence 3 No. 5 of the State Treaty on Gaming 2021 to block unauthorised gambling offers against service providers responsible within the meaning of Sections 8 to 10 of the Telemedia Act,
  • for the maintenance and publication of a joint official list pursuant to Section 9 (8) of the State Treaty on Gaming 2021, the so-called whitelist
  • and to that extent also for the conduct of administrative offence proceedings pursuant to Section 28a of the State Treaty on Gambling 2021.
  • Pursuant to Section 50 No. 8 of the Act on the Tracing of Profits from Serious Crimes (Money Laundering Act - GwG), the State Administration Office, Department 208, is also the competent money laundering supervisory authority in this respect.
