The providers of online gambling are under an obligation to connect themselves to these systems. Two systems with different tasks and functions exist in addition to the gamblers exclusion register that is operated by the State of Hessen:

central files, that control the adherence to the limitation of the placement of bets for the gamblers (§ 6c GlüStV 2021) in addition to them preventing the parallel playing with numerous gambling providers (§ 6h GlüStV 2021).
Both of these information technology systems shall initially be administered by the State Administration Department in Saxony-Anhalt with effect from 1 July 2021, before the responsibility is transferred to the Gemeinsame Glücksspielbehörde der Länder with effect from 1 January 2023 and Dataport, a public administration service provider for the state of Saxony-Anhalt.
