and access to the gambling supervision system LUGAS (test system)
Potential future gambling providers as defined in the State Treaty on Gambling 2021 (Interested parties), that meet the requirements specified in § 4a (1) No. 3 letter b) GlüStV 2021 (registered in a European Union member state or a signatory state to the European Economic Area Treaty) is able to apply for access to the Technical Guidelines for the Central Files and for the analysing system in addition to the test environment with immediate effect.
This necessitates accessing the download pages of the Department for Gambling Law Transition Tasks at the Saxony-Anhalt State Administration Office and completing the downloadable declaration before returning it with the informal application to the following email address:
Please note: This declaration is not required if an application for the issuing of a permit for online poker or virtual slot machine betting has been filed or shall be soon. In this case, interested parties shall be sent an email with additional information through official channels in the scope of the application proceedings, subject to the condition that the requirement of § 4a (1) No. 3 letter b) GlüStV 2021 is met.
This declaration is required however, if interested parties wish to test the system in advance and they have not filed an application for the issuing of a permit for online poker or virtual slot machines, but intend doing so in the future, or a license is required from a different state (from Hesse for the organisation of sporting bets for example) and there is an obligation to connect to the central files in Saxony-Anhalt.
The interested parties shall be sent an email with additional information subject to the condition that the aforementioned requirements exist. The Technical Guidelines for the Central Files that comprise the limit file (§ 6c GlüStV 2021) and the activity file (§ 6h GlüStV 2021) and the Technical Guidelines for the Safe-Server Analysis System (§ 6i Abs. 2 GlüStV 2021) shall then be made available. The access to the test system necessitates the interested parties registering with the test environment of the national gambling analysis system (LUGAS) at the Saxony-Anhalt State Administration Office. The inclusion in the test environment can take a number of days, depending on the number of requests that are made. After they have been included in the test environment, the interested party is sent an email with provider-related information on the connection with the LUGAS test system.
Information regarding the test system: a demo tool shall be made available in connection with the acquiring of the test access, with which a correct storage of the data can be checked, as the system simulates a downloading of the data.
Terms of Use:
No real personal data are to be transferred to the LUGAS test system for the central files (Sandbox). The interested parties are responsible for this.
The forwarding of the existing information is solely permitted for the purpose of developing the interfaces for connection to the LUGAS. A use of the test system for purposes other than the aforementioned test purposes is also prohibited.
By providing the aforementioned declaration from the Download area of the Department for Gambling Law Transfer Tasks at the Saxony-Anhalt State Administration Office, the interested party is consenting to these terms of use.
The right is reserved to block the test access for an interested party that should especially act in contravention of the aforementioned information and transmit real personal data and/or use the test system for other purposes.
